the cam caps are installed and the holes that the cams rest in are what is called "line bored" this ensures that all of the bearing journals are exactly in line and there is no mismatch between the caps and their corresponding part of the head. I believe the cutout is for tooling access, although now that I think about it, the line boring should be able to be done from the front of the head...
